RemoteUser: "User identity not found in request.

Hi,

I'm getting this from the IdP
> 2019-06-04 09:06:08,961 - INFO [net.shibboleth.idp.authn.impl.RemoteUserAuthServlet:257] - User identity not found in request

Though Apache httpd reports a REMOTE_USER:
> XX.XX.XX.XX - user at UTORONTO.CA [04/Jun/2019:09:06:08 -0400] "GET /idp/Authn/RemoteUser?conversation=e1s2 HTTP/1.1" 302 -

Apache 2.4.6 with AJP to tomcat8 running IdPv3.3.

Any thoughts?
