Local/Internal IdP Login Account?

Good Morning,

I apologize for asking what might seem an obvious thing for some people, but is there any way to create a local Shibboleth login account which can be shared with SPs for testing purposes rather than creating a dummy account in AD (which isn't permitted in our AD) and sharing those credentials ?
