What about the logs directory, the thing you are having issues with?

Also note that you initially wrote:

Which must be logged by the web server software that generated that
error, I suppose.

You did not answer most of the questions I asked intended to help
narrow this down, yet you expect more answers from this group...

What's listening on localhost tcp/80? Tomcat?
As what user is the JVM (and Tomcat) running as?

Did you add another web server as reverse proxy, e.g. Apache httpd?
If the latter you should also look at httpd's logs.
