Upgrade of JIRA at issues.shibboleth.net 7/10

There's a security issue in JIRA we're not affected by, but I'm going to take the opportunity to attempt the next big upgrade this evening, so the bug database and more importantly the service desk for members will be offline tonight starting at 6:30pm.

If all goes well, it should be back online by 7:30pm or so, but if anything goes sideways it might be a bit longer to restore the database and roll back.
