Having trouble with RPMs for version 2.6

I'm trying to install Shibboleth version 2.6 on Amazon Linux using the RHEL 6
packages from the repo here
https://shibboleth.net/cgi-bin/mirrorlist.cgi/RHEL_6. I understand from
reading previous posts that 2.6 is at EOL and Amazon Linux isn't a supported
platform, but I think the problem I'm running into may not be specific to
that situation, because I'm also running into the same problem when building
entirely from SRPMs. I at least have to build shibboleth itself from the
SRPM because I need the module to be built for Apache 2.4. I have a build
script that does this and has been working for some time, but it seems like
some update to one of the provided packages made it stop working.

The problem comes during the configure step for shibboleth itself, when it
looks for the lob4shib-config binary and doesn't find it. Installing
log4shib from the SRPM doesn't seem to install this binary, and neither does
installing from the repo. What I'm not understanding is that the RPM from
the repo claims to provide the file but doesn't. Here's what I'm seeing:



I'm not sure what I'm missing here, so any pointers about what additional
diagnostics I can do would be very helpful.
