Validate InResponseTo attribute

Do you think this feature could be introduced by relying on Extensions (
https://wiki.shibboleth.net/confluence/display/SP3/Extensions)?

If I understood well, extra SP features can be implemented in an external
library and plugged to the SP. Is this correct?
