Need to support trailing / at <url>/Shibolleth.sso/Login

I am setting up Shibboleth to work with the Microsoft Azure Application Proxy.  The issue I am having is that the application proxy requires all URLs to end with a training /.

I have Shibboleth running on a Windows server with Apache web server 2.4.  Everything is working except this once specific item.

Works:  https://<server>/Shibboleth.sso/Login<https://%3cserver%3e/Shibboleth.sso/Login>
Does not work:  https://<server>/Shibboleth.sso/Login/
