Are your bindings for that site set up to answer to *:80, 0.0.0.0:80, localhost:80, or 127.0.0.1:80? You may also have to disable the loopback check in Windows.

I don't speak IIS< but maybe some odd setup whereby what is being served over localhost isn't what is being served over https:<FQDN>.  Or something weird about http vs https?
