From what I can see it is installed. If I look in IIS Manager under “Handler Mappings” I get the option to select “ShibNative”.

One interesting issue I’ve discovered: I can go to https:<FQDN>/Shibboleth.sso/Metadata and get the Metadata, but I can’t go to http://localhost/Shibboleth.sso/Status and get any status.
