Can not ge locale changes using cookies to work on Shibboleth 3 IDP

Hi, 

I would like to enable locale changes using cookies as described on the wiki
on page
https://wiki.shibboleth.net/confluence/display/IDP30/Switching+locale+on+the+login+page

However I am unable to get this to work on my Shibboleth 3.4.4

What I have tried to do is to add the xml-configuration snippets to the
global.xml configuration file. 

But this is propably not the way to get it to work.

Where should I put the configuration snippets and is there anything else
required to get the feature to work ?
