Limiting persistentId resolving

Can't you simplify that requirement and instead define condition based
on an enumeration of the affected SPs entityIDs?
That must work because AFAIU you're currently releasing the
eduPersonTargetedId attribute to those SPs based on filter policies
referencing their entityIDs, no?
