ECP SP returns no xml but text/html

I don't think that's true, it does the whole ECP flow beginning with the 
request for the resource from the SP. I used the script several years 
ago so my memory is weak but I think the only issue was it used the 
wrong content type in one place. I tweaked the script for my own use, 
mostly improving it's debug output so I could see what was going on. I 
also rewrote it in Python (albeit it was py2 not py3 and it would need 
some porting to run under current py3). I could probably dust off the 
scripts and share them if there is interest.
