The error is a SAML standard response when an SP specifies a NameID Format in its requests in the NameIDPolicy element and the IdP doesn't have any support configured for what it's asking for.

The one configured here at OSU is demanding the emailAddress Format, so it probably does insist on doing that, and whatever you configured it to demand as a Format is not what you supported in the IdP.
