RPM packaging note

I neglected to disable the last round of SP projects on the build service, and CentOS 7's VM image decided to update itself and trigger a rebuild of the packages, so the mirrors have revision 3.1 of the packages vs. revision 3.2 in the OBS' CentOS 7 repository.
In the interest of avoiding revision divergence across the different platforms, I am not planning to copy those rebuilt packages to the mirrors, and I also removed the OBS itself from the generated mirror list (I thought I already had, that was an oversight on my part too).
I don't believe the rebuilt packages have any incompatibilities on older RH7 systems, but I can't rule it out because of Red Hat's approach to their packaging in prior cases so that's another reason I don't really want to copy them out any more widely than they have been and create problems for no good reason.
Either package set of the latest upstream versions should work, even mixed together as far as I'm aware since they're identical sources, but as of now the mirrors are the officially blessed versions and that will remain the case going forward to limit the problems caused by the OBS in these accidental cases.
