Shibboleth 3 and CAS integration

It's a big project because of where different projects have landed and who
has ownership. Currently CAS has been maintained by a developer here who
happens to be in a different department and shib lives with us. Yes, I know
it doesn't make sense, but we will end up getting CAS pulled into our group
and at that time, hopefully turn on CAS in Shibboleth. 

Thanks all for the input. I will be working on this today and tomorrow. If I
run into any issues that I can not work around, I'll post those.
