Ah yes, finding the documentation on the Shibboleth Wiki is obviously very useful __. I got sucked into the "Identity Pool" Rabbit hole and none of the documentation I was finding was making any sense.

So for anyone else having the same google fu hiccup I had, you want "User Pools" and you have to create them first, then go back and configure the federated identity and attributes sections.
