Configuring TOU for the first time

I think there is a problem in the wiki docs regarding setting up a single
TOU for every relying party.

I followed the documentation but was either getting the:
org.springframework.beans.factory.NoSuchBeanDefinitionException: No bean
named 'shibboleth.consent.terms-of-use.Key' is defined
error
because I didn't remove the alias from consent-intercept-config.xml as it's
not in the docs or TOU was bypassed because the docs say to put the message
in messages/consent-messages.properties but they actually need to be added
to your messages.properties file.

I'm running version 3.4.0.
