idp 3.4 cas metadata

I'm experimenting with using cas metadata vs cas service registry.

Is this a clear use on option or the other?   or can I use a combination of
both.

I have configured a CAS Service using metadata .. but when I test if it
appears to be looking in cas-protocol.xml and then defaulting to a
Unverified relying party.

So I'm thinking either don't the metadata configured correctly or there
some place to turn this feature on or off ... and I don't know where it is.
  Any input appreciated.
