Shibboleth SP on Ubuntu 18.04

I would like to run a rails application served by an apache server with the apache2 shibboleth module on Ubuntu 18.04.
Unfortunately passenger (an apache module required to run rails apps) depends on libcurl4 and the shibboleth-sp (3.0.2) depends on libcurl3.

Is there a way to get the combination of
- rails/passenger
- shibboleth-sp
- and ubuntu 18.04 
to work?
