No, it makes reloading hell if you're also loading the eduGAIN aggregate. That doesn't even work reliably on a server that's got less than 4-5G of RAM, and it can take a non-trivial amount of time. Separate files or LocalDynamic allows targeted reloading without affecting the rest.
