Can't SetHeader in Apache be used to set a header based on an environment variable set by mod_shib? I would hope there's no real need for setting headers these days unless an application behind Apache itself strictly requires that.

If that doesn't work, I'd like to see if that can be fixed, maybe the module's not doing something correctly.
