Receiving unable to locate metadata error for testshib sp for IDP siteminderidp.shaku08.edu

Before I go to IDP, I wanted to cross check the SAML schema. So I went to
http://docs.oasis-open.org/security/saml/Post2.0/sstc-saml-tech-overview-2.0-cd-02.html#4.4.2.Assertion,%20Subject,%20and%20Statement%20Structure|outline
It indeed shows no attribute called ID.
But on the same page, I saw sample SAML response and it shows like
this (see first 4 lines)
<samlp:Response
xmlns:samlp="urn:oasis:names:tc:SAML:2.0:protocol"
xmlns:saml="urn:oasis:names:tc:SAML:2.0:assertion"
ID="identifier_2"
Here it shows the ID as an attribute. What am I missing?
