No idea what "Windchill SSO" is, or what "PTC article" you're
referring to.

That means on MS-Windows you would restart the Shibboleth service via
the methods offered by MS-Windows to restart services.

That means on Unix-like operating systems (such as GNU/Linux) you
would use something like the command above to restart the Shibboleth
services.

Again, generally you would use the "service manager" appropriate for
the platform/OS you're using to restart services.

What OS are you on?
Did you install the Shibboleth SP software (or something else)?
How exactly did you do that, following what documentation?
