I don't understand much of what you wrote but note that the consent
page is not a debugging tool. Instead test your attribute release with
the aacli command line tool, and look at your log files.

If you suspect the problem to be in the resolver (ingesting/curating
data) increase the logging for the resolver to DEBUG and watch closely
what happens with all variants of the attribute in question.

If you suspect the problem to be in the filter (releasing available
data) increase the logging for the filter to DEBUG and watch closely
what happens with all variants of the attribute in question.
