Install Shibboleth SP with libcurl4

Well, first of all Ubuntu is not a supported platform for the
Shibboleth SP. (And Ubuntu doesn't seem to support the Shib SP either,
as it's in their "universe" repo.)

(Russ is also right that libcurl4 is built against libssl1.1 in Ubuntu
18.04.)

I guess you're left with building the SP and its dependencies from
source.  (Not overly attractive, I reckon.)

I don't think any of that changes with the upcoming Shib SP 3.0
(ignoring that that isn't released and also not packaged for Debian
yet by the Debian Packaging Team).

I don't know what SWITCH has done to make their Shib SP packages
installable on Ubuntu 18.04 LTS (if that in fact works):

(Note that use of these packages is not supported by SWITCH unless
you're a SWITCHaai "federation partner".)
