Updating our legacy V2 configs to V3 is on our TODO list, particularly as
part of our eventual upgrade from 3.2.1. This is a more significant
undertaking than trying to get things working with this one new SP though
since it affects all current SPs we're configured to work with.

Presumably there should be a way to do this with the legacy V2
relying-party until then? We're still stuck with what may be amiss or how
to better troubleshoot it though.  Enabling DEBUG logging on some more
specific component?
