Error creating bean with name 'shibboleth.DataSealer'

Hi all,

IdP 3.3.2
RHEL 7
Apache Tomcat/7.0.76

We have 4 IdP servers all managed by puppet so in theory all configurations should be exactly the same.
On one we are getting the following error [1] and the IdP will not start. Any ideas on where to troubleshoot?
