Telerik's Fiddler is capable of decrypting TLS traffic by importing a phony root certificate.

It can't be done and that code is already a nightmare, we're not going to make it worse. The official line remains that IIS does not support virtualization and what we provide are simply incomplete workarounds for a small number of cases.
