SP - attribute policy file not reloading on changes?

Hello,

We are using SP version 2.6.1, and have started to modify the
'/etc/shibboleth/attribute-policy.xml' file. My understanding from https://wiki
.shibboleth.net/confluence/display/SHIB2/NativeSPReloadableXMLFile is that the
file should be automatically reloaded by shibd. The shibboleth2.xml file has
not been modified - that is, it has an 'AttributeFilter' entry for the path
'attribute-policy.xml'. Again, my understanding is that since 'reloadChanges'
is not specified, it defaults to true - reload the file if it changes.

The shibd log file shows no indication that the policy file has been reloaded.
However, my first question should perhaps be how often does shibd check for a
change of the file? Other than that, any ideas why the file would not be
reloaded?
