idp 3.3 idp/shibboleth 404

I'm testing a clean install of idp 3.3 with tomcat7 but can't get the idp to expose the unsigned metadata at the well-known location
The file path in idp.properties is correct and the file exists, entityid matches the location but tomcat responds 404 - there is nothing in the shibboleth logs.
Everything else except this (insignificant thing?)  is working.
