Shibboleth does not pick up messages in messages/consent-messages.properties

Hi,

I just tried to implement the "Terms of use Consent" according to the documention on 

https://wiki.shibboleth.net/confluence/display/IDP30/ConsentConfiguration#ConsentConfiguration-ConfigureTermsOfUseMessages

But Shibboleth does not pick up messages in messages/consent-messages.properties as described in the documentation.

To get it to work I had to put the messages in messages/messages.properties. 

If this is not an error then the documentation should be adjusted.

I run Shibboleth IDP version 3.3.2.
