Shibboleth SP+IIS in Docker

I finally got a working Windows docker environment so I could test the Powershell suggested.  It bombs as well, but with a new non-zero code:

Step 5/6 : COPY software C:/software/

Step 6/6 : RUN powershell -Command start-process C:/software/shibboleth-sp-2.6.1.3-win64.msi -ArgumentList '/qn' -Wait
 ---> Running in 122b321de419
The command 'cmd /S /C powershell -Command start-process C:/software/shibboleth-sp-2.6.1.3-win64.msi -ArgumentList '/qn' -Wait' returned a non-zero code: 1073807364
