TestShib is back in "business"

TestShib has been successfully revived.  You are encouraged to dive right
back in and start using it as always.

We will look seriously at models for funding, although that is not the most
immediate challenge -- it is, as Scott mentioned, getting the right time
from the right people and managing work.

I'll be more rigorous and efficient in removing bad metadata.  We don't
want to place further barriers to entry or participation by any testers, so
we don't intend on changing the way TestShib serves the world.

Thank you very much for all your patience and understanding during this
rebuilding, and huge thanks to Kevin and our hosting teams for bringing
things back to life.
