Rod, I don't see what LocalDynamicMetadataProvider has to do with it.
Could you briefly outline the administrator workflow you have in mind?

As I see it, the goal is not local management of partner metadata. The
goal is to make it easy for everyone (Shib deployers, SSP deployers,
vendors, etc.) to publish their metadata in such a way that ALL
partner metadata is available via HTTP (i.e., DynamicMetadataProvider,
not LocalDynamicMetadataProvider). TestShib could/should be
contributing to that goal. Missed opportunity, I'm afraid.
