Shibboleth SP+IIS in Docker

Dear Users,

I'm trying to build the Shibboleth SP for IIS in a Docker image based on either microsoft/iis or microsoft/windowsservercore.

A) Does anyone have a working example?
B) Failing that, is there any way to get the installation to succeed without restarting?  I've tried specifying /passive and /norestart and we didn't see anything obvious in SuperOrca.
