testing with sp.testshib.org not working for me

It hasn't been working for me since before Christmas.  It has worked in the
past.  My error is

2018-01-03 13:10:29 WARN Shibboleth.SessionInitiator.SAML2 [615]:
unable to locate metadata for provider
(https://idp-stage.pima.edu/idp/shibboleth)


I have re-uploaded metatdata multiple times ....I'm pretty certain I
used the same file name each time.

Any assistance is appreciated.
