ApplicationOverrides in separate Files

Hi Scott,

a customer of ours would, out of shibboleth2.xml manageability needs
(i.e. scripting the configuration), like to externalize
ApplicationOverride sections into separate files. As far as I can tell
from the documentation, this is not supported yet. Would you consider an
RFE?
