An application that needs to generate self-referential absolute URLs has to rely on Apache to tell it that answer. The SP is just one such application. That's the "simple" part, the explanation. The fix is site-dependent, but it's very unusual for it not to be ServerName at fault. But I don't do a lot of HTTP proxying either, and it isn't necessary with Tomcat, as Peter noted.
