Is it possible to reload metadata-providers.xml only?

Nope. The gap today is that reloading the individual metadata sources, which is documented, doesn't allow for things like metadata filters themselves to be altered, so that's something hopefully that will get extended somehow in 4.0, not sure how at this point.
