ECP in v3

I have inherited an IdPv3; it's been a few years now, however with other
tasks, my knowledge level is still learning. A disclaimer if my questions
below are lacking substance.

For ECP, is this something an IdP can choose to enable/disable per SP
requester? We have never previously had a case where ECP was required, so I
am not 100% sure if already enabled.

As we have a working IdP and operationally stable, I wasn't sure how
relevant above was (i.e. if to follow the above instructions).
