Shibboleth SP not redirecting to the deep link

In the shib logs it says INFO Shibboleth.SessionCache [2]: new session
created: ID (_17561ce8f5560227f4581e8779cef84f) IdP
(http://www.okta.com/exkeg4CUR6zjB0h7)
Protocol(urn:oasis:names:tc:SAML:2.0:protocol) 

Technically both Shibboleth SP and App server are in same box.
