Duplicated attribute release policy id's

I had a problem this morning whose root cause turned out to be a cut-and-paste mishap where I inadvertently used the same policy id for two policies, which appears to have resulted in the first one being overwritten and lost.

I have a vague recollection back from the idp 2 days that it would error out or at least warn if I tried to reuse a policy id that had already been defined; am I misremembering that? As far as I can tell, there were certainly no errors and I didn't see any warnings about my boo-boo.

It seems it would be useful not to let somebody do this :).
