Subject: shibsp::ConfigurationException - None of the configured SessionInitiators handled the request

Hi, 

We are using Shibboleth for our application and are having an SP config
issue around session initiations.
If there are no active sessions of our website in the browser, going to our
website results in this error page:

shibsp::ConfigurationException
The system encountered an error at Tue Dec 4 17:16:19 2018
Please include the following message in any email:
shibsp::ConfigurationException at (https://rbx026.medimmune.com/shib.xhtml)
None of the configured SessionInitiators handled the request.

If we try loading the website page again, it works since I think a session
has being initiated.
Other than this error that pops up if there are no active sessions,
Shibboleth works perfectly.
Now the question is how can we configure our SP to create a session if non
exists.
