Reloading Services/Metadata in SP 3.x

TestShib happens to be running software that is not completely up to date,
so that would be the complete explanation of everything and I'm glad I've
got the right fix in place. I had to squelch a runaway INFO log message
about the metadata reloading, but that was way past my last hour of
lucidity.
