That was never the way to do it, never anything we documented (or nothing I did anyway) and it will not work in V3.

You have to cause a Format selection to be made, you can't rely on the system to accidentally do the right thing by blocking the wrong thing. Transient's always going to be a fallback and if you're not getting a Format selected expliitly, then it's going to keep defaulting to that.
