SP registration APIs

 TestShib's simplistic approach of having users upload metadata files that
are later collated has also worked out pretty well.  We purge entities that
are over 30 days old and we have over 2000 listed entities right now, so
it's working for someone.

It's very high maintenance, though, since you basically elect yourself dog
catcher by doing this.  A form or API would give you more control over what
you receive.
