shibd, ApplicationOverride not being acted on ... ?

I'm using an Override to force a redirect to a different IDP.

default forces a redirect to the Brown IDP; for this particular url I 
want to force a redirect to the RISD IDP ....

is there a better way to do that than using an Override ?
