Yum Shibboleths Libraries - 403 Permission Denied

I get that this may be an issue with the package host, but I can find no way to contact them. 
Unable to install the following packages via yum due to a 403 Permission denied error on the package host: 
http://download.opensuse.org/repositories/security%3A/shibboleth/RHEL_6/x86_64  libcurl-openssl        liblog4shib1        opensaml-schemas    shibboleth        xml-security-c-bin        xmltooling-schemas 
This is also occurring the in the CentOS_CentOS-6 repos and at ALL of the mirrors
