metadata refresh frequency on IDP 3.3.x

Is reload-metadata.sh introducing additional refresh cycles instead of
updating the one already in place?
If so, why do they have a shorter frequency?

The logs still show the 4 hour reload that we've had traditionally, but the
additional cycles have much much shorter periods.
