If the SP is available via eduGAIN there's
https://access-check.edugain.org/
Registered (in the metadata) contacts for a given SP get time- and
SP-limited test accounts to be used only for that specific SP.

The code for that service is avialable, so others (e.g. InCommon)
could run an instance of that service, too. (Just saying.)
